From 11 to 17 November 2025, the international museum community flocks to Dubai for the ICOM General Conference. Maybe you have already booked your ticket to Dubai. Or maybe you are still orientating and considering participating online, from the comfort of your own living room or office. For all interested members, we are organising an afternoon dedicated to this special global meeting for museum professionals, on 23 September between 3 and 6 PM.

Annette Welkamp (Culture Counsel) is closely involved in the world of culture and museums in Dubai and the surrounding region. She is fully informed about the ICOM General Conference and its Key Themes and can talk in detail about what opportunities there are for your organisation in Dubai and the Gulf States, and what you need to know when you visit Dubai. What museums and other initiatives are there? What does the cultural landscape look like? And what is the best way to network while in Dubai?
Programme
- 3-5 PM - Training, with coffee/tea and something sweet (Location: Paviljoenzaal, Wereldmuseum Leiden)
- 5-6 PM - Closing, with the opportunity to chat and snacks and drinks

About Annette Welkamp
Annette Welkamp is the Director of Culture Counsel, a museum, art, and heritage consultancy that develops, implements, and manages culturally based projects. She specialises in culture, innovation, project management and strategic leadership. She has extensive international experience having worked in senior leadership roles both in-house and advisory with governments, private business and academic institutions. Annette has served on several professional international committees, including on the Executive Board of ICOM Australia.
Her expertise is in: new project visioning; master planning and implementation; curating, content development, and interpretation; organisational and specialisation policies; plans and strategies; special projects planning and implementation. The geographic focus of her work is primarily Dubai, Abu Dhabi, KSA, and Qatar, and also the Netherlands. She was formerly a Visual Arts Curator at the Groninger Museum. Annette was recently granted the honour of a long-term United Arab Emirates Creative Golden Visa in recognition of her sustained and ongoing contribution to the arts in the Federation.
She holds various qualifications that directly support her expertise including a Master of Arts in Management, as well as a Bachelor of Arts (Honors) and a Bachelor of Economics (Honors). She has developed university courses and taught extensively in Australia and Hong Kong in the field of museum and culture management, for both Undergraduate and Master's Degrees. She also has extensive experience training and mentoring sector professionals in diverse regions.
